Clip Video Track to the Video Track Beneath It.

I have a fairly heavy title which is a single Smart Object created in Photoshop, and I'd like to clip/mask an animated flag video tract to the title.  I feel sure this is doable, but I am not finding it with Google.

That would describe it.  I am afraid my use of Premiere Pro is not frequent enough to remember a lot of it, and I tend to think in terms of Photoshop regarding terminology, so I have the mind picture of the flag video 'above' the title, and using the title as a clipping mask.  But placing the title above the flag track works if I can use the title as a mask/window onto the flag track.
