Why Drop Shadow doesnt work on the mask applied before?

With masking, you're telling Premiere Pro to ignore the areas outside the mask (not show them).

Applying a drop shadow effect is trying to do the opposite: create a shadow in an area which is not supposed to be shown.

If you still want a drop shadow to appear behind the mask, you need to nest the clip in which you have created a mask. That will tell Premiere Pro that a new full screen has been created.

To avoid nesting, you can add Video Effects > Channel > Set Matte to your layer. Next,  apply/create your mask to Set Matte effect, then invert the mask and set Take Matte From Layer to None. After all of that, you can apply drop shadow as to any other normal layer.
