ive recently noticed when using the dynamics limiter or hard limiter it doesnt do anything anymore. it worked a couple weeks ago but now doesnt. I usually have my voice limited to-9.40, but it still goes way past -3 and peaks. i have made sure the limiter is enabled. Ive released 2 projects with this setting not working before i noticed which is frustrating.
i started using the dynamics limiter as the hard limiter option stopped working for me many years ago.
has anyone else had this issue or know how to fix it?

Have you checked the same menu that Limiter Threshold is in and make sure that "Limiter Enabled" is set to on.

Yes it is enabled. I understand many may miss that option as its not made clear but, unfortunately i dont think this is that simple of an issue. To clarify, this used to work completely fine until recently, even finished projects that it worked on previously have been affected. ive tried many different methods to no avail. There are no other plugins enabled in the audio track mixer. Applying it directly to the clip in the timeline changes nothing. Both the Dynamics Limiter and Hard Limiter have been affected.
CPU - Ryzen 9 5950x
GPU - EVGA Nvidia RTX 3070 8GB
GPU driver (PC) - Geforce Game Ready Driver Version: 572.47
RAM - 32gb DDR4 3200Mhz (x2 8gb + x1 16gb)
Operating system - Windows 10 pro 22H2 19045.5487
Program version - Premier pro 25.1
Hard Drive - 2tb Lexar SSD (internal sata)
Video format - Fragmented MP4 (.mp4) and/or H264 mp4, Proxies are Prores Quicktime Proxy
Workflow details: Project has 2 audio tracks, one for voice and one for game audio, recorded in OBS. this exact set up used to work and ive been using it for almost a year now.
Steps to reproduce 1.create project 2.import clip 3.open audio track mixer 4.select dynamics or Hard Limiter 5.set limiter threshold to -9.40db 6.Enable Limiter
Expected result - Audio should not go past -9.40db
Actual result - Audio does not change and will go past 0db if loud enough
Thanks for taking the time to read through this, hopefully we will be able to come to a result and figure out whats going on soon with my premier pro, as this has completely halted the ability to finish projects.

Hi @default54w22gptk8xk - Adobe recommends using the studio driver when working with Premiere Pro. Can you try installing the latest version. Can you check your audio hardware settings and make sure Default Input is set to "No Input". Can you try backing up your settings and then hold down "shift" while opening premiere and then select the checkbox "Reset App Preferences". I have tested this on a clean 25.1 project and don't see your issue. Please let us know if these steps help your issue.

Installing latest nvidia studio driver hasnt changed anything.
Holding shift and resetting app prefrences hasnt changed anything. same with turning default input to no input.
i have attached a video showing the issue.

i appreciate the help, im unsure exactly what could be causing this still, hopefully the video showcased the issue well enough. i can send another video if needed and provide more info to help possibly fix this. also my bad if any of what ive said has came of rude, its nothing personal towards you, i appreciate your time and willingness to help. its just frustrating that this is happening out of nowhere. the same thing happened with the Hard limiter feature years ago so i switched to the dynamics limiter, and with it now being weird and not working im at a loss.
again thank you for your time jamie. and i hope we can somehow come to some sort of resoloution for this problem.

Hi @default54w22gptk8xk - I received your project, thanks for sharing! Your limiter settings look correct, but it seems that increasing the track volume is overriding the limiter. Could you try setting the track volume back to zero and let us know if that resolves the issue? It's the blue number right above the A1 in your track mixer panel.

thats kinda confusing. not being able to increase track volume (makeup gain) eliminates the need for a limiter. using this process allowed me to have all my videos be the same volume by having it in a way "pushed" near the limiter, then any volume that goes over should be stopped by the limiter because thats its job. I use this process as videos often arent loud enough when i upload them to youtube or other platforms without tweaking the audio. Im unsure why its only now not working when ive been using this same process for years.... ill give it a shot tho and see if i can get the audio where i want it without turning up the volume

Putting volume back to 0 has allowed the limiter to work, still kinda confusing why putting the volume up overrides the limiter, as it diddnt do this in the past. how would you reccomend making the overall track louder without overriding the limiter?

Hi @default54w22gptk8xk - If you are trying for clarity You can add the dynamics processing to the track. If you are trying to boost volume levels then you can select all of your audio clips and hit the keyboard shortcut "G" which will bring up the audio gain.
You can select all of your dialogue clips, navigate to the Essential Sound panel, go to the Loudness tab, and click āAuto-Match.ā This will adjust all dialogue clips to a target loudness level.

interesting enough, I used to have my hard limiter to -3db, but now it works at -13db and stops at -3 like it used to. Interesting bug there.

Jumping in to say I've been having the same issue recently as well. Only noticed it in the past month or so. I haven't changed anything about my workflow except that I updated from AA 2022 to 2025. I always put a -3db limiter on my mix track but lately it's not actually limiting anything.

Replying with the exact same issue. Hard Limiter and the limiter in Dynamics aren't doing anything at all.

I'm going to have to export the audio separately and limit it and re-add it which is incredibly time consuming.

I am also having this same issue. In fact my project was limiting fine yesterday and today it's not. I haven't updated anything or done any changes to my project.

hard limiter not working for me. I set it to -6 for speech and surprise when people start yelling in the video it peaks past -6.
not other track effects applied and the volume slider is also at the default 0
