Enabling shutter angle on Transform effect messes up animation

Greetings!

I'm having a problem when I enable "Shutter Angle" in "Transform" effect it messes up animation. I know, that you can fix it by disabling hardware exceleration, but it's kind of annoying and slows down workflow.

It's not a problem for me, but I work on CEP-extension, that revolves around animations in "Transform" effect. So the fact that shutter angle messes up animation is lowering the value of extension.

I just want to know if Adobe team will ever fix this issue. I checked 23'd version and it still there.
