Error "we were unable to open the file on disk" on Windows and Don't have MediaFeaturePack

Hi, I got Error Message from premiere pro
"we were unable to open the file on disk premiere pro" and I try to follow every way on the internet and I found other need to install graphic and MediaFeaturePack. so I already do but I didn't found MediaFeaturePack and can't install it, Could all you guy tell me how to import this files with out convert file?
