Can GoPro7 4k footage be edited using Premier Pro ? Are there any issues with these 4k file formats ? Does anyone know the monthly subscription in £.

Here's the thing:
GoPro video is almost always some variant of H.264 AVC or H.265 HEVC (and in the case of the GoPro Hero 7, it also depends on the frame rate of the video whether it will shoot in AVC or HEVC). Which is much harder on computer hardware than less-efficient, less-compressed, lower-quality formats/codecs such as MPEG-2 (H.262). Thus, you will need a beefier system (CPU, GPU and RAM, plus sufficiently large and sufficiently fast storage disks) to handle this content (relatively speaking). After all, it would be very frustrating to work with this footage at all if your system is underpowered (cheap) or too old, which may very well barely suffice for even 720p video, let alone 1080p or 4k.

Premiere has a great proxy workflow in which you create "proxies" which are lower resolution copies of your original files and are much easier for most computers to handle. The great thing about working with proxies is that you can toggle them on and off and when you export your timeline, premiere will always reference the camera original... It's not simple until you wrap your head around it and I strongly suggest you test your workflow with a few clips before diving in at the deep end of the pool. I'm sure there are many resource on both the adobe site and the web on how to make it happen, but if you have questions, post back. the big advantage of working with 4k is that it allows you to push in a fair amount without losing quality (depending on your output resolution) and add additional image stabilizatoin. but remember that your original material is heavily compressed to begin with and you may start to see some if it's limitations as you start working with it...

If you want to shoot 4K that is fine but consider using the proxy workflow.
