How to pull off an audio effect

Hello

I would like to know how i could recreate a certain audio effect in premiere pro.

it can be found from the start of this video until the laughing begins:

I highly recommand to do that effect in Audition and then import the result in Premiere as Premiere have a very limited set of tools regarding audio.

From what I hear, from the youtube link you shared, is that it's a voice track, playing backward, with a bit of a speed-up.
