Thank you Bruce Bullis for reply.
This is not working for me as in my panel's case, after opening the panel, I am redirecting to other web application url by window.location.href = <url>
When I use window.history.get(0) to reload then its reload with above web application url from history instead of landing page of the extension due to window.location.href
Here I want to restart panel(reinitialize), is there any API available to restart the panel(reinitialize)? or
Can we close and reopen the extension by extension id?

Yes, but you're not using it (above). Perhaps you could put a refresh button in a containing page, into which the web application loads?

Once your panel closes itself, I don't think you'll have any execution context left, from which to re-open the panel.
