Good day, I have just searched both YouTube and the forums on how you scruffle through audio in premiere pro, but I have had no luck finding the answer so I have come here.
So, my computer broke and was reset, so I had to re-install all my software, meaning I lost the set up for my preferences. Before it broke I was able to hold my left mouse and drag my timeline marker thing (See image 1) through out my project at one frame/24th of a second at a time allowing me to do what us animators call 'scruffling through the audio' This made it easier to sync up video and audio as well as identify the exact frame where the subject first made a mistake and then started again, resulting in really smooth playback. However, since getting my computer back and reinstalling the software I have not been able to do this, I can still move through my timeline 1/24th a second at a time but the audio that I am scuffling through doesn't playback it is just silence, making it difficult to polish my edit. I have looked through my preferences but could not find how to activate this feature, I think last time I didn't even have to set it, it was the default and I was wondering if any of you know how to get it back. Preferences/audio/play audio while scrubbing.
You can also set the timeline to audio units which will give you 1/48000 per second steps for audio. Video will always be 1 frame.
Click hamburger menu 
in the timeline/sequence and check Show Audio time units.
