When I Ingest via the Media Browser I choose Copy and Create Proxies, sometimes the audio mapping of clips change from 4 Channel mapped to 4 mono (wich are the source clips) to 4 Channel mapped to 4 Adaptive.
I use ProRes Low Res Proxy settings and juste copy somewhere on my local drives.
Am I the only one experiencing this?

For Premiere in general, that is set in the Preferences dialog ... Timeline section. For a particular proxy preset, that can be in the preset itself.
If you leave the Timeline preferences audio options to "use file", Premiere will take a guess as to what you should have. If you set specific options, it will follow your suggestions. I would try setting the Mono option to "Mono" rather than "use file". See if that fixes things on the next ingestion.
Also ... you'd need to check what that proxy
