Hi everyone, I have a big serious problem with Premiere Pro, when I play the timeline the video is seen with horizontal lines that '' cut '' the frame (I attach the reference video). I'm sure it's just an Adobe problem (it does it on After too) because if I export the videos they look perfect, and if I watch any video with a player everything works. I have the video card (NVIDIA GeForce GTX 1050 Ti) updated to StudioDriver version 461.40 (I also tried the GameReady version), I have tried both to do various video card downgrades and to do various Premiere downgrades, even if I open Premiere 2019 I have the same problem. Can anyone help me? I don't know what to do anymore I tried everything, it's not a footage problem because I did the tests from 4K to 480px, it's not a Fields or Capture Format problem, it's not a Cache problem (I also deleted everything manually), it is not a project problem because I have created several both on external HD and on the PC, and finally it is not a problem of the operating system (Windows 10) because everything is up to date, and not even a monitor problem because it also does it on the external monitor.
Help I really don't know what to do, really heartfelt thanks to those who will help me.
P.s. I have attached a video made with the mobile phone and not with the screen recording because in the latter it is not seen nor with a still frame, because the problem is only in play

Looks to me as rolling shutter: partial exposure.

Next time try and hold the phone horizontal 😉
Might also want to update to 14.8. (14.0.7? dont know that version)

It's not a shooting problem it's a Premiere problem.
If I look at the footage on any player everything works fine, in fact even if I export the video from Premiere I see it correct.
So it's strictly a Premiere issue. I still don't have version 14.8 available in the Creative Cloud, but I don't think it's a version problem anyway, because it does it to me on all the releases I've tried, even on 2019.

I have the exact same issue, it's a playback problem, not footage.
Has anyone fixed it yet?

It looks like a display vsync issue. Go to GPU driver control panel and try to toggle it (on/off depending in what state it currently is)
