mogrts cannot be installed

I am unable to use external / downloaded MOGRTS. 
I can install them, but when I drag them onto the timeline I get:
Motion Graphics Template Import Error
Unknown Errror while loading the Motion Graphics Template

I m on Windows and I tried alread all the suggestions that were is dicussed in other threads here in the Adobe support community. 

- AE is installed
- I alrd set the Scratch Disk to one leve below root

- Latest version of Premiere installed

When I drag a MOGRT onto the timeline Premiere indeed creates the *.aegraphic file in the designated folder. 

Any ideas. Very frustrated because I hv a Envato subscription with Gazillions of nice MOGRTs, which I am unable to use due to this probelm. 

Anyone ?
