Oh, there's your problem. Those paths are all screwed up.

Move your Documents folder out of your OneDrive and don't use special characters in file names: https://docs.microsoft.com/en-us/windows/win32/fileio/naming-a-file

Does it offer you an error report? Check the Windows Event Viewer. Clear your Preferences: https://community.adobe.com/t5/Premiere-Pro/FAQ-How-to-reset-trash-preferences-in-Premiere-Pro/td-p/...

Check the Premiere Pro log: %AppData%\Roaming\Adobe\Premiere Pro\13.0\logs\Premiere Pro Log.txt

Search "Event Viewer" in the start menu

Choose Windows Logs > Application

Filter Current Log: Error and Critical

Search by time and find the crash

Copy the General stack trace
