How do I fix a Lip Sync error? I have a video file (MPG) that plays perfectly. However once imported into Priemier Pro V25.0 the sync gets messed up by approx 10-15 nanoseconds or so. Is there something in the sequence settings that I am missing? I never had this issue before. I am very new to video editing.

I think your audio may be Dolby Digital (AC3) and Pr 25 and Pr 24 has trouble with that, causing the audio and video out of sync by approx 20-24 frames. You can check the audio codec by opening the clip in VLC and then press Ctrl+J. Look for Stream A and check if the Codec says anything about AC3 or Dolby Digital.
If it does, Pr 25 cannot handle it correctly. But if you open the Creative Cloud app you can download Premiere Pro 23.6.8 that can handle the audio correct with no sync issues.

Nanoseconds or frames?
I wouldn't think you could notice a few nanoseconds out of sync.
Are you waiting long enough for the audio to finish conforming after importing?

Make sure the sequence settings match the framerate of the file > 29.97 fps.

You have a mis-alignment of a few milliseconds. Which can be handled in a few different ways. (There are always mulitple ways to do anything in these complicated apps.)
From changing the sequence time code to Audio Time Units, de-linking the media, and slipping the audio forward or back slight amounts to line it up better visually.
Or, if this is more of "in general", going into the Preferences/Audio Hardware and changing the default latency setting for audio.

I misaligned the sequence on purpose to match the audio with the video - but then I have the issue of no audio in the beginning of the clip.
The issue I am having is when I take a video file and import it into Premiere I get a lip sync error. When the video file is played outside of Premiere

Just a shot in the dark:
Try Preferences > Audio Hardware and set Input to None.
If that doesn't work, try creating a new project and import the old one into it.

Unfortunatly that did not work. I am at a loss.

Try running it through Shutter Encoder and re-encode it?

Launch the Adobe Creative Cloud app, click on Apps, click on Beta. You will find Premiere Pro (Beta) 25.2 there.

I downloaded the Beta version of Premiere, but that didn't fix the andio/video syncing problem when I viewed my project with the 25.2 beta verion.

I have not tested the Beta, i still use Pr 23.6.8 for Dolby Digital audio, but i think you can fix that by clearing the media cache in Premiere Pro.
Hold down and launch Premiere Pro Beta while holding down the Shift-key. This will bring up the Reset Options dialog. Check Clear media cache files and click on Continue. Now the media cache files will be deleted and Pr 25.2 will be forced to Conforming your media once again, this time (hopefully) correct making video and audio in sync.

I fixed the sync problem! I uninstalled the Premiere Pro beta program before I saw that last suggestion. I opened the two most recent PP projects which have the unsynced videos. (The original output from the camera was .MTS.) I exported these two original MTS clips to Adobe Media Encoder, used Mercury Playback Engine Software Only setting and set the Preset at High Quality 1080HD. Media Encoder made the MTS files into MP4 files. I uploaded the new versions of the original clips to PP 2025, and they're GREAT!!! The audio and video is now synced and the sound is better overall.

Actually, running the videos through Media Encoder fixed the sync on one of the videos but not the others. Ugh.

I can confirm this, if it can help someone. Yesterday I had to work on some old *mts files with audio encoded in AC3. Point is, as we all know that on a fresh install of windows 11 24H2 they have removed the codec, so importing in Premiere 25.1 Build 73 gives you the video but NOT the audio.
Weird fact, as I use PotPlayer as my defult player, the mts files played in PotPlayer had audio, and that was kinda confusing, but in the end not really important.
So I did exactly (before reading this post, unfortunately, or it would have saved hours in trying to understand how to solve the issue, and although is a little more work, i took all my *mts files, queued them in ME (which, for some reason, still reads AC3 audio) and converted them all in MP4, Preset HQ 1080HD (25 fps in my case). It took some time as I had about 150 files, but I could keep working on other stuff while ME was working (almost capped my CPU, but who cares). Once done, I imported the newly converted mp4 files in Premiere 25.1 Build 73 and everything worked perfectly. Perfect sync, and as Pamela says, even a little better audio.
Until Adobe palces that codec directly in Premiere, which I hope they will do at some point, it's a good workararound, especially if you have many old mts files in your archives. I don't think it makes sense, unless you really need to do it, to convert ALL my mts archives in this way as it will take a lot of time, but doing this "on demand" will help incommensurably. BTW, also the files were a bit smaller, saving some space in your archive.
Hope it helps

This Premiere Pro lip-syncing issue drove me crazy for weeks. Last week, I finally contacted Adobe Help via the text chat on the website. After going through a few simplistic and unhelpful AI-generated answers, I reached a real person, Sandeep, who was very helpful and patient throughout our two-hour help session. I allowed him to view my computer so he could see that the original Canon MTS files played appropriately (with video and audio in sync) in Windows Media Player and VCL Media Player but not Premiere. I also showed him how converting the files in Media Encoder (MTS to MP4) didn't work. We tried going forward to the 25.xx beta version of Premiere and backward to the 23.xx version with no luck. He had me download Handbrake and use that to convert the MTS files to MP4. Handbrake conversion worked! All of Handbreak-converted files wereperfectly in sync.
Here's another wrinkle. I have had this a/v syncing problem randomly since I switched to Premiere 2025 in the fall of 2024. Others on this string have mentioned random syncing issues. A few days ago, I recorded new podcast segments with a different Canon camera. I spaced out the Handbrake conversion step and imported them to Premiere Pro 2025. The files WORKED IN PREMIERE without conversion in Handbrake. So ... the randomness of my Premiere problems was related to which video camera I used.
Anyway, Handbrake conversion worked great for me.

Pamela, could it be that the other camera was using (or set to) use a different codec somehow ? My HG70 has several options, for example. Just to be on the safe side, I am going to download handbrake right now anyway.

I found a quick easy solution last night - take your video from Premiere Pro, import it into Premiere Rush and re-export, it fixed my lipsynch issue quickly and easily saving a ton of time. I had a presentation that I urgently needed to get up to Paris and this had it there within half an hour of the issue almost devistating me
