Premiere playback stops when scrubbing new clips

I'm currently encountering a very annoying bug in Premiere that really limits my workflow.

As soon as I hover over a new clip (not yet included in a sequence) in the project browser (hover scrubbing) or double-click a new clip to watch it separately, Premiere stops all playback. All playback windows are frozen. I can move around the playhead, I can play the audio, but all video is frozen and the playhead itself doesn't move either. Everything else works without any problems, I can simply not watch video anymore. When this happens, closing Premiere doesn't fully work either, the process will still be around on the system until I force stop it in Task Manager. Also, when this happens the audio device in Audio Hardware settings shows "(not working)" after the name.

I've tried the following things to fix it:

- Completely reinstall Premiere

- Install an older version (2017)

- Disable GPU acceleration

- Create a new project

- Use other file types (happens for QuickTime (Cineform) and MP4)

- Changed some audio settings

- Reset all settings

- Clear all caches

- Reboot Windows many many times

- Update all drivers

None of them worked. This is very annoying, now each time I want to include a new clip on the timeline I need to restart Premiere. I have to resort to including all clips I want at once and then restarting, left with a completely filled timeline. Do you maybe have an idea on why this is happening and how to fix it?

How are you importing the media? Finder/Explorer from the OS, or the Media Browser, or right-click/import from the Project panel?

I have imported the media by simply dragging in from Windows Explorer. But now testing it, both other options have the same result.

What is creating those Quicktime & mp4 files ... a camera, screen-recording program, phone/device, what?

Download & install the free MediaInfo program linked here, and drag/drop a clip onto that applet's icon on your desktop. When it opens, select Tree View, and make a screen-grab of that app's dialog box showing the Video section ...

Hello Neil,

Thanks for the quick reply. The MP4 footage is shot by a Canon 80D, the Quicktime footage is the MP4 file converted to Cineform to be able to use the GPU acceleration of the codec. See images attached. I encounter the same problem with exported timelapses from After Effects though, which is Cineform/MP4 generated from a bunch of images.

Looks like you copied my settings ... how'd the spelling difference get in there? 

You have something really odd going on there, I had a couple ideas from your first post but none of them are applicable seeing the media and settings used. Going to call in some help here ... Ann Bens​, Peru Bob​, Jim_Simon​ ... any ideas?

As I listed above (as an edit):

Intel Core i7 6700K

All footage and CC itself are on a 1TB Samsung 850 EVO

32GB of DDR4 RAM

GTX960 (I know, not the best but does the job in AE just fine, where I don't have problems)

This is running Windows 10 FCU and Premiere CC 2017/18 (both have this problem)

I also can't find any information in the logs of Premiere nor those of Windows itself. Also I've done some more testing and it's really only when opening things from the library. When I double-click a clip on my timeline to view it in the separate screen it's perfectly fine, but as soon as I click anything in the library it stops. I've just edited a montage of things and as soon as I have all footage on the timeline there is no problem.

What happens if you transcode to DNxHD? What happens if you transcode to a different frame rate?

Thanks for the replies!

I have tried converting to DNxHD 1080p59, DNxHD 1080p29 and Cineform 1080p29. All of them caused Premiere to show the same problems as described above, however for DNxHD 1080p59 it took a bit longer than usual. Usually I hit this problem immediately when opening something, now it took some navigating and scrubbing for the problem to occur. I guess this is just a fluke, this sometimes happens with my MP4/1080p59 Cineform media as well.

If nobody else has any clue I'll file a bug report

I'm pulling this one our of my rear but it's something you've done differently than I would have.

Make sure the Windows language and the Premiere Pro language are the same.  Both German, both English, both...whatever.

My Windows is Dutch and unfortunately there is no Dutch version of Premiere. Lightroom, Photoshop, etc all have Dutch versions. I don't plan on reinstalling Windows tbh, as it would take a few days to set up everything again and I don't use Premiere that often that it'd be worth it... But I don't see any relation between language of the program and the problems with playback? Thanks for the suggestion though.

Of course. I have tried all framerates and formats I converted to before in all separate projects.

I did find a way to circumvent this problem and that is to switch the library to list view, then it doesn't need to load the previews and doesn't encounter this bug. But that's not very convenient, since the icons really help in quickly identifying footage
