Whenever I open Premiere Pro 13, the home screen window is stuck on an infinite loop and I don't know how to fix it!
Anyone know how to fix this???

if you watch the splash screen as the program loads after a few seconds you should text on the left side about a 1/3rd of the way down telling you what's loading. This can give you a clue if it get's stuck when something's loading. Could be a problem with a 3rd party plug-in. You can also reset your preferences to the default settings. You also might need to uninstall and reinstall. What kind of computer are you on? Some basic troubleshooting steps would be to create a new user account with administrator privileges and see if that solves it. Make sure no other programs are running. Disconnect from the internet (either pulling the ethernet cable or turning off wifi).

Actually, it is literally just a loading screen, nothing else.
No scrolling option, just the logo, and the actual Premiere Pro app in the background is also blank, and when I try to close home screen and create a new project, it literally freezes for a while and then crashes!
I am on a Windows 10 HP Pavillion with Intel for graphics.

I watched this video and it just tells you to skip the home screen and when you open an Adobe app it will just open a new project, and the loading's cause might be offline or slow internet.
