Premiere Zooming into video for some reason (program panel)

When the program panel is zoomed out, it looks normal

But when i zoom into the program panel to have a better view of the preview of the video

It zooms into the video.

I have checked the sequence setting for the video and it is indeed the same resolution as the footage.

I didn't have this problem before so any suggestions? (im a noob at using premiere)

I recommend at least a 24" 1080p display.
