So I'm using Adobe Premiere to make map animations, and I have found an issue. In order to make the video more dynamic, the camera moves towards certain regions of the map. If, at this point, I want to highlight a region, it's really hard because the map has moved, obviously. Is there any way to keep the base image unmoved and make only the camera move or is there any other way to do this?

Add camera movement to a nest containing the map and the region.
make sure you enable keyframing in for motion as well.
