When I render my sequence in to out, the first 2 frames of each video clip get blended with the video clip before it. So for instance I have 2 video clips, I render the sequence in to out. When I play the sequence back for a live playback the second clip will have a still of the first clip in its first 2 frames. This in turn messes up my transition timing. I can go ahead and scale back those 2 frames the move the clip back but once I render again it does the same thing. This never happened before and has been an issue in my last 2 projects. Any reason for this or is there a fix?

Are the transitions part of the segment being rendered?
Try to play the timeline in to out *without* rendering. What happens?

If I don't render in to out and the line above is yellow, it views fine and has no issues other than it lags a little because it is not rendered fully.

Trash media cache and preview files.
See how that goes.

I have deleted the cache and the previews and it just brings the sequence back to where it was before rendered.

Open the effects control panel and then select the transition itself in the timeline, please. Then post a screenshot of the effects control panel (and maybe the timeline, too).

I do not have a transition in place. I just have a hard cut from one clip to another. I posted a video in your original response above showing the issue.

Try putting those two clips together into a new project and see if you get the same.

Still happens 😕 It happened to me in a previous video I made too. Doesn't seem specific to the clips because it happens to all the clips in my sequence. In the other video project I did I would have to cut out the blended part of the clip and drag it over and then extend the backside of it and then not render in to out and just export it. Its just tedious.

Honestly, I may delete and re-install Premiere Pro because when I edit on my personal computer at home (This is all on a work laptop) I have never encountered this problem.

OK, be sure to run the Adobe Cleaner after you uninstall the programs and before you re-install them:

Grasping at straws, check your Audio Hardware preferences and set default input to 'no input'. Also, check the windows scaling, set it to 100% if it's not and restart, give it a try.
