I am trying to edit a vlog and for each video clip I have the audio isn't synced and the whole video won't play. The video wil start off correctly and then in the middle the video will restart and it doesnt match the audio.

Hi seyanw,
It seems like an issue with frame rate. What is the source of the footage? Have you captured the files in VFR?
What is the footage file format and codec?
What is the exact dot version of the app you are on? FAQ: How to find the exact version of Premiere Pro you're using?
Just for a test, transcode the files in https://handbrake.fr/ and check if the issue persists.
