Hello, I'm a stressed college student about to fail a project because suddenly--Monday to be exact, premiere stopped allowing me to drag and drop clips into my timeline in order to edit. Instead, it'll show a hand with a circle and a line through it and only allow the audio of my clips to be inserted after inserting one clip. It's infuriating. I can't even begin to edit because I can't assemble anything. The only post similar to mine I found told me I couldn't access it? I have no idea what's up but it's really testing my patience.
I already tried installing and reinstalling the app....no change. Attached is a video showing the issue.

You've got the video source turned off in the timeline. Click on the button labled V1 on the left to turn it on. It will turn blue. Click where the arrow is pointing:
Both the source patching and track targeting need to be turned on (blue).
