Weird sawtooth effect after render

As I move there is this weird sawtooth effect around the movement.

This doesn't happen in the preview it only appears upon rendering the clip.

What is this? How do I control it/ stop it? I don't hate it, it's kind of cool, but I do want to know why it's happening and how to change it/ stop it.

Test 9 is 4:3 like how the final will be but doesn't have the 80's rgb noisy effects 

Test 11 is 16:9 but does have the 80's rgb noisy effects.

It seems like changing the fields section in the sequence settings from lower fields first, to no fields has fixed the interlacing. Also thank you because I didn't know the word! What does this change do/ mean?

Original: 3840x2160 24fps, some is also 1920x1080, 24 fps 

Sequence: The final will be 1440x1080, but I have also worked with it at 1920. all 24 fps.

I will be rendering it out at 1440x1080 for the final version but changing these settings doesn't seem to change the existance of this effect.

It looks like exported clip is interlaced .. Can you analyze it in MediaInfo tool and share report here (use text view)?

I seen some interlacing artifacts. If you are posting to social media placing interlaced SD video clips into a 60P timeline might be your best bet. That is what I do.

It is not the bit rate. I myself prefer to drop interlaced video into a 60P seqeunce if I am posting to social media. If the end result is for DVD or Blu-ray then an interlaced sequence would work just fine.
