I am having some issues with my videos looking like this. even when i export the project they are still ther. they do not show up before importing to premire pro. anyone know how to fix this?

You can try updating Intel drivers. Have you pulled the files off One Drive yet? They should not be imported from there and should be playing off a media drive, ideally. Signing off for the day, but I hope the community can assist you with troubleshooting. You can also contact Adobe support. Ask for the video queue. The queue will be open for a couple more hours. Be sure to ask for them.

Thank you all for the help. I did get rid of the problem by updating the intel graphics driver, mine kept saying it was up to date when it really was not through the device manager. To anyone that may have this issue in the future, download the automatic intel driver and support assistant tool to get the correct drivers, and to keep them up to date if needed. Hope this helps someone in the Future.

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

After, installation of studio driver, I relaunched premiere pro, and still having the issue. I'm stumped, never seen it do this before.

Sorry to hear about this. Do you see this issue with specific types of source files? Please share your source file properties (Right-click on the clip on Timeline > Properties). For testing purposes, go to File > Project Settings > General, set the Renderer to Mercury Playback Engine Software Only, and let us know if you still see the issue.

The files were shared through one drive, I think they are corrupt, because I tired my own files and it worked perfectly fine. I spent half the day thinking my PC or software was the issue. Thank you all for your help! Do you agree it was the files?

Also, I tired those settings and still was met with the same issues, with the files from the ondrive download, and not my own.

That seemed to work, but now I'm losing performance right? I can no longer use Intel quick sync. Is decoding used for just timeliness or does it affect my export?

Since you have two GPU for decoding, did you test them separately, to find which one's function is broken?

Thanks a bunch, I found that the nvidia works, but thr intel is causing the issue. Odd it only does it with those specific files. My other files are okay.

I am using the latest, 531.18 nvidia driver. I did try the studio driver with no luck. Also only these set of files are causing this issue. My other files are not affected which is odd, because neither are corrupted and work fine when opening elsewhere. This sucks because the files I need to use is for a project. Additionally both sets of files are same properties, so why one would work and another not is quite odd.

Sorry to report that the latest drivers are very problematic. Try rolling back to 528.49. Let us know if that helps.

I found with the help of another person, that it's the intel decoding causing the problem. So would this be a intel driver issue? Also both intel and nvidia decoding work with the other videos.
