What's wrong with my XML file?

I've worked with XML before just fine.  This one I cannot import.  The message says: 

Error Message: "The importer reported a generic error."

This was a filed produced by an outside company, I'm just being asked to add subtitles to the video clip they've provided.  I can do it manually but if all the info is on here, that would be so much easier!

I'm using Premiere Pro Version 15.4.0 (Build 47).

Additionally, the file is greyed out when I try to import it into my FinalCut Pro X and also get an error message on DaVinci Resolve 17
