I've created a sequence in Premiere with drop frame video, When I try to render a clip with MXF OP1a preset file using C++ SDK (exporter controller)), it is always reproducing non drop frame video.

I tried directly from premiere ( 'File->Export->Media...' ) to export the sequence with the same preset file, and it works fine.

I found a similes questing (Why SDK always generates non-drop-frame clips? ) which was asked previously but no solution is given for the particular problem

This question is specifically about the export controller API.  We are aware of this issue (bug #4122394) and looking into a fix for a future release.
