Zooming out on photo makes it *more* pixelated?

Weirdest thing.  I have a high-res jpeg photo (6586 x 4391, 300dpi).  In my project, I start very zoomed in on one person in the photo (first attached image).  Then over the space of about ten seconds I change Position and Scale to zoom out to almost the entire photo (second attached image).  For some reason, after rendering, the second zoomed-out image is more pixelated than the first zoomed-in image -- which is the opposite of what I would expect.  I'm totally confused.  How can I ensure that the second zoomed-out image is sharper?  I've played with various export settings and searched online, to no avail.  Help!

Try saving the jpg's right into your edited text. Use the "Insert Photos" button on top of the the message. If you can copy your photos to your clipboard you can also paste them right into the text message

It sounds like you may have the preferences set to scale to frame-size. Which means any still or video file placed on the sequence will be scaled to the framesize of the sequence.

So then when you zoom out, Premiere starts from the sequence-sized version of the image.

Make sure your Preferences setting for scale is Set to framesize.

Thanks.  I think it was partly the Set to Framesize issue and partly that I was not exporting at a high enough quality.  Much appreciated!
