Hi recently i imported few videos from my mobile s8plus, i imported on premiere to reduce the size on export. My problem is that i DONT want to change the meta data, especially i dont want to change the media created...
For example i have tons of videos that i want to reduce the size , but i dont to change the date, location data and all of that.. because exporting the instant date which is wrong date of the original video

I don't believe you can alter the Date Created value as seen by the operating system. That will be whatever date and time your computer is set to when the file was created.

This is a little confusing. The date your file was 'created' ( as per when you exported from PPro) is a system OS thing, but the meta tags (data) within your source material should still be there ( date shot, etc. ) WITHIN the meta data of the file itself.
If you want to SEE the date created by camera as a file name property ( date created in OS) then maybe you should just append that info to the filename. Like, 4-20-1982-FILENAME. But the meta data within the file (when you access the export back in editor) should still be there. At least, in my experience, I've been able to see meta data after exports of stuff I work with, but for keeping track of when things originated from camera I'd be more inclined to organize that into folders or whatever (with descriptors to show source in general).

There's plenty of (free) file date utilities around. You could just export it normally and then use the utility to set whatever dates (create, last modified, etc) you like. Just do a google search.
Here's one for you:
