Video quality crushed on Apple Photos App

I exported a Rush edit to my Mac desktop as an mp4. It was compressed to 1080p from 4k. I import into my Apple Photos app on my Mac - the video looks great. When it uploads to iCloud and subsequently onto my iPhone - the video quality is crushed. I also tried Airdropping the file to my iPhone - quality is still crushed.

When I tried Airdropping the file to my wife's iPhone, the video looks great - no extra compression.

We have the exact same iCloud settings and Photos app settings. My iPhone is running the latest software (15.4.1) and hers is running 15.3.1.

I also tried downloading the Rush app on my phone and exporting directly to my phone from there. The quality seemingly got worse and when it uploaded to iCloud then to my Mac, the quality was still quite bad. I spoke with Apple for 45 minutes talking with 4 different people about the issue to find out that they thought it was an Adobe issue and that I should contact Adobe.
