I plan to make a glass material, but I can't seem to find a filter to make it. Could you give me some guidance?

I think it depends on type of glass you want to create. If you are familiar with Substance Designer try this. Create a Procedural Stained Glass Window Texture in Substance Designer - поиск Яндекса по видео (yandex.ru)

You can try to use combinations of Finish Filters 

Wear and Finish | Substance 3D Sampler (adobe.com)

or I recommend you to download glass materials from Substance 3D Assets (adobe.com)
