Hi JHRMG Please use the LBS installer that can be downloaded from here: https://helpx.adobe.com/download-install/kb/photoshop-elements-downloads.html   This will have the issue resolved and will also install the build along with the latest updates. Only constraint is that the machine should have an active internet connection for installer to work.
