It worked for me the first time trying it.. it is the OP who has the issue. My steps... find the arrowheads file (make a SAFE copy in the directory it is in, so you can edit the original.. no need to start saving it in other directories like plugins folder... that will only get confusing a year later trying to remeber where all you deviated rom adobe's structure) Duplicate one of the prefab arrows in there, break the link.. name object something... drag it over to the 'symbols' palette (make sure the symbol type is a static link) restart illustrator... and its there.  It is not a hard concept. It should work no problem, you hit save.. after effects automatically updates the change. If you file is on a network (not on you local machine) then it will start to get goofy I usually just right click the asset in AE and say 'reload' .. if you have added to the doc objects (illustrator) it will ignore those Helps to leave empty layers etc if you think you'll be adding stuff.  You should only have to 'reload file' (the asset) and not the entire project file/app  tehn you can add anything and it will accept it into AE ... that's more in the realm of scripting... you will just need to run a script that 'sees' the content/doc objects and append something to what is already there (example 'layer+num'.... It looks like there is no transparency in there -- I am not entirely sure what all the file has going on but I would recommend trying this (just to be safe that things are correct before you can hit 'save for web' to see the transparency grid (if still white, there must be a filled shape in the art blocking the transparent grid under it) the save fore web pop up window will show transparency (when PNG format is selected) Ctrl+Shift+Alt+S (save for web export) another route is to have show transparency as you work view>show transparency grid      Shift+Ctrl+D ...just sometimes looks a little "visually busy" to work in that mode, so I usually toggle it on/off artboards default to looking 'white'... so this is an easy way to tell just what is and isn't transparent as opposed to 'true white fill' ... (as though I never left the rental) I would recommend using Adobe Bridge (free) or Adobe acrobat as others mentioned (also free) Adobe Bridge is your best route -- Digital asset management software | Download free Adobe Bridge CC trial you can flag stuff and embed metadata for others to see (with adobe photoshop/illustrator etc)  They can then make meaningful revisions and you can view their work/updates in bridge. ... Its for new users and anyone not new just has to deal with them. They do get annoying at times (and I hate that photoshop allows you to turn off ;rich tool tips' but not illustrator) I usually just click around the gui to trigger the animations and then cleanly close out the app and restart *and pray it remembers I 'saw' the tool tips* so it stops snagging my mouse to play cartoon dogs, etc. ...my issue in the past is I would deal with them mid project and either crash my machine or close it in such a way it 'forgot' I saw the tool tips so they'd keep coming back. (clean session and close solves that) This is just one of those mild frustrations... adobe has easier learning tools in the app now... (and as always the trusty help link) no real need for the rich tool tips in my opinion--but I am experienced enough to deal with a issue (I imagine new users love the rich tool tips and would feel overwhelmed without them) ... Oh thats unfortunate... only thing I can think (it may be annoying) have one file/artboard zoomed in to whatever ends up being 'actual' size and just past stuff in there -- tweak abit and then paste from there into some other file -- that way you can make sure its correct 'quickly' in the pre-zoomed file. must not of been it -- sorry .. figured it'd be worth a shot. I use windows 7... the other week on illustrator 2018 I had an odd menu drop and they 'came' back when I hit (windows key) + a directon arrow key (left/right/up/down) I can not get it to repeat since but it saved me in a pinch... might not work for you but I usually try everything I can when I get in tough spot like that.  Good luck... I can't think of anything else (cc should download your new illustrator to the same folder your other adobe apps live.. so can't be anything like that either :/) and my appdata is stored in x64... I am hoping cc will conform updates to all be in the same folder C:\Users\ryane\AppData\Roaming\Adobe\Adobe Illustrator 23 Settings\en_US\x64\Workspaces do the workspaces do the same from both menus? ...
