Not having the Additional Functional Content is not how Adobe usually does things, but who knows what all was going on? All right; time for some wild speculation. For several cycles, the Encore library was separated from the traditional "functional content," which had been on a different disk for optional install, and put into the main program install. Well, except for those who installed from downloads, in which the installs were like the traditional - from a separate, optional source. This cycle (CS6) it is back to an optional separate install, BUT it also appears to be, in its preliminary versions at least, a very reduced library. (This might be because it was all missing, and this is the part they rushed to add back.) But with problems with "the installer" I think they had a problem with the system that was created to deliver the new, combined functional content. Obviously a huge problem, and probably a big embarrasment for someone.
