Many browsers now have their own PDF viewer plugins (pretty much all of them, except for IE, actually). And these plugins range from very poor to mediocre when it comes to support for form fields, scripts, signatures, etc. The solution is to either make sure that the Adobe plugin is used in your browser (if available), or better yet, to download the file locally and then open it in Adobe Acrobat or Reader directly. Unfortunately, you can't enforce that on the users. You need to ask them to do it and explain that otherwise they won't be able to use the files correctly.
