See if there is a graphics card setting where you can switch between dynamic graphic and discrete graphic. There solution was to switch to discrete graphic, this setting will no longer use the onboard GPU.

There is a workaround to this issue on Windows 11 and it requires going to the Windows compatibility mode.
How to change Compatibility mode
Find the Photoshop.exe
Right-Click the executable or shortcut file and select Properties in the pop-up menu.
On the Properties window, click the Compatibility tab.
Under the Compatibility mode section, check the Run this program in compatibility mode for box.
In the drop-down box below the checkbox option, select the version of Windows to run the software program under, for compatibility.
Click the OK button to save the settings.

Yes, it's been a long time, but I have only begun to contribute on this project. Maybe a month... I don't mind trying to convey where we are in the process as long as we are respectful. Employees may come and go, move on and off projects > and that was true before the world went upside down. I have no idea why this has not been finished, my eye balls wish it were fixed/completed. I hope to see this project across the finish line. (I cannot talk time-lines because of legal stuff) For those that want to believe "... go in one ear and out the other " maybe they enjoy a glass that is half empty. Rest assured whether there is a comment from us or not > it is read by us. That's it.

That video card should work, but is being read as do not use. Sometimes this happens if Ps does not get correct information somewhere eg OS/Card driver.

A long shot might be to re-instal the video card drivers but try "Clean Install."

Technical requirements are not equal across software applications.
It is a challenge to convey on the forums broadly why systems fail, too many unique hardware configurations exist. However, it is possible to ask the system for the lowest common denominator, GPU configuration etc and then to try limit the experience to what we know will work.
This is not perfect because the software relies that the OS and GPU hardware will provide "correct" information, this includes GPU driver information. There might be case where the information reported is not there or not accurate, but we work with out partners to make this better.
In this case the video card that is used in this machine is > the Quadro M1000M a professional mobile graphics chip by NVIDIA, launched on August 18th, 2015. That is 7 years old and while one can drive two monitors for basic computer work, it will not support that large display dimensions for graphics work in Photoshop.
We are trying to improve this experince and I understand your concerns. I apprecaite the honesty and have added your comments to my notes to bring up discussions around what you have experinced.

I have some understanding of what you are saying as I have seen similar traits over the years on Windows. The system info will help, but are their other devices like tablets (Wacom etc) or any other input devices? Are programs running in background? I would be interested to see if any of our setups are similar so we may reproduce the issue.

It's not clear here what files or where the files are that you are trying to remove.
What location are you finding the files? you may not want to remove some of these files if you work with them frequently.
If they are Temp files, they will drop off over time.
You may not be allowed to remove them because Adobe Creative Cloud app could be using them, this is normal for Mac or Windows.
However, it is possible to make it so one could allow the files to be deleted. I would urge one to use CAUTION before doing this unless you are familair with thess system processes.

The computer is not using the nVidia driver.
This is shown here in your System Info: # devices: 2 Device 0 Name: Microsoft Basic Render Driver Preferred: TRUE

Device 1 Name: NVIDIA GeForce MX350 Preferred: FALSE
It seems the preferred device is is > Microsoft Basic Render Driver and this will not be an effective choice to drive the monitor. This can be observed with mixed results on the graphics card check. If it sees the nVidia card but wants to use the Microsoft driver it will fail the test. useGPU: 0 useOpenCL: 0 isGPUCapable: 0 GPUName: NVIDIA GeForce MX350
My goal is to get the computer in the right state before we can figure out what the issue of the screen tearing that you observed.

You do not want to have an external displayed connected to the UHD Graphics 750. It is not supported. You want your screens to use one GPU > NVIDIA GeForce MX350.

Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?
