That should not happen, but computer's can be configured in a of ways. For example, I run Photoshop and all kinds of games in tandem. Red Dead Redemption, Assassins Creed etc and with similar RAM but I use an nVidia card. The question then becomes are there any settings outside of these games and Photoshop that are used to“optimize” the computer? GPU settings, Steam settings anything like that?
Let's start with Photoshop > select Help > System Info.
In the System Info dialog, click Copy.

I have seen this myself... here is what has worked in the past.
On the machine that is trying to upload/download:
Quit Photoshop ( please dont lose work, save locally if necessary for now)
Quit Creative Cloud
Task Manager/Activity Monitor > quit all Creative Cloud processes... Core Sync, CCx Porcess Adobe Desktop Process etc.
Restart / launch Creative Cloud
Launch Photoshop
Then use your assest on web to verify its working > https://assets.adobe.com/
Hope that helps resolve the issue.

I checked Windows 11 with Ps 23.3.1 and Win 11 OS 21H2 Build 22000.652 LUTS seem to work again.
I checked Windows 10 with Ps 23.3.1 and Win 10 OS 21H1 Build 19043.1645 LUTS seem to work again.

We apologize for this inconvenience, We looked at allowing more windows to be open with a spot fix, but it was not meant to be. We want to fix it properly and that requires more time and testing of various configurations.

Try this as well :
Turn off GPU Compositing in Preferences > Performance > Advanced Settings, uncheck GPU Compositing.
then retest
Along with System Info, I am curious if this a new problem with 23.3.0 or 23.3.1?

Thank you for the update.
If updating the drivers did not solve the issue try this:
Try these 2 specific solutions :
Turn off GPU Compositing in Preferences > Performance > Advanced Settings, uncheck GPU Compositing.
Turn off Multithreaded Compositing in Preferences > Performance screen, uncheck Multithreaded Compositing.
then retest and let us know.

I do not believe it has anything to do with Wacom or their drivers. In most cases it seems to happen when zoomed in on the document. We are looking at the issue.

Sorry to hear this is still an issu because we have been working in this area and have seen improvement in all platforms, there is obviousy something specific that we are missing.
Please attach from Help > System Info.
In the System Info dialog, click Copy.
Attach or copy the info here to this thread.
This will alow us to get specific system card info.
Here is what I see on a Mac Book with Big Sur... if there is something that might help reproduce the problem with this test let us know. The behavior is the same for me whether it is the dialog Curves or Adjustment Layer Curves.

It appears as if your second monitor is pluggerd into Intel(R) UHD Graphics 630, this may cause issues.
Things to try:
Please plug both monitors in to the same nVidia Card.
After you plug it in nVidia crad > add System Info again and we can verify it.
Also
The Intel Video card drivers are over 2 years old > 26 months > should update these drivers and it may also help.

If the GTX 1060 is your internal GPU card, it is not being used according to our system report.
Please verify that your monitor is plugged into the port for the nVidia card.

I have a suspicion this may have something to do with the Creative Cloud app with Photoshop.
If you run Task Manager and close all Adobe Apps, Creative Cloud, CoreSync etc ALL of it.
The restart Creative Cloud and then Launch Photoshop.
Does that fix trhe issue?
* The issue could be if the Creative Cloud app gets stuck on an update (or other process...), it might be have an adverse effect with Photoshop exits. Usually happens when Photoshop starts first > before creative cloud desktop starts or if cretaive cloud desktop gets stuck.

Not just Windows 11.
Seems the more recent versions of Windows 10 as well, some of the LUTS turn black for me on the current Win 10 Version ~21H2. However, I have not seen an issue yet with Windows Pro 10 19041.xxxx
There is a workaround to this issue on Windows 11 and it requires going to the Windows compatibility mode.
How to change Compatibility mode
Find the Photoshop.exe
Right-Click the executable or shortcut file and select Properties in the pop-up menu.
On the Properties window, click the Compatibility tab.
Under the Compatibility mode section, check the Run this program in compatibility mode for box.
In the drop-down box below the checkbox option, select the version of Windows to run the software program under, for compatibility.
Click the OK button to save the settings.

Would it be possible to post a sample file? Want to be sure I am not missing anything important here... or here are some questions that may help us:
Dimensions of Doument and resoltuion.
What Color space is it? sRGB, AdobeRGB
8bit image or 16bit ?
Does this file have additonal Layers? If so what are they, Masks, Adjustment layers etc or none? Screen shot of Layers would help.
