On the machine that fails @kkirbatski what if you try this... in Preferences > Image Processing > Selections Processing ... to More Stable.
This will put the burden on the CPU and not the GPU.

(uncheck) “Disable Native Canvas”
(uncheck) “Use Older GPU Mode (2016)”
If you ONLY have this selected > image processing set to MORE STABLE < and all is working well, then we have a good idea of where the problem is.

@leviathan28 Thank you for the submitting the crashes.
I have a similar Windows machine setup (same 3080 card) so far I have not reproduced the issue. If we can narrow what might be different, maybe I can reproduce the issue. Attached is an image of the Preferences to modify how the Object selection tool works. If this works without any issue, then enable your GPU again.
If you could provide a screen shot of your workspace with a typical image that causes the crash that would be helpful. Maybe it's the content (it can happen) or HUDs (heads up display) that might generate errors with GPUdrivers.

Greetings,
Sorry to hear about the issues,
Sometimes file formats for video get deprecated/changed with regards to OS support and even Adobe software from time to time. I apologize that we do not seem to have that more readily explainable and will look into this documentation for the future.
I understand that the Canon camera exports MOV, and I believe it may also support MP4. If so, then you may want to try using MP4 format and see if that works in Photoshop.
Another workaround is to open that file in Adobe Premiere (if you have acces to it) and convert it using Premiere to the MOV codec we support.
There are other porgrams like Handbrake (free) that can convert video files.

Would you be able to post a screen shot of the whole Liquify dialog. I would like to understand what is being set so that I may replicate as close to possible what you are using.
I am on, Mac OS 12.6.1 - I only mention this because sometimes these updates contain disply (gpu) driver updates. It may not fix the issue but is a consideration we look at while reproducing the problem.

I am looking into this issue and am wondering what Mac (system info please if possible) this was generated on.
As of now the only workaround I have is to "Restore All" in the Liquify .
The Mesh stays in the correct place but the "distortions" need to be re-applied.

If you want to try the new Brush Cursor options in the Photoshop (Beta)
How to use:
Create a text file
Save the file as a plain text file named PSUserConfig.txt
In the Text file add this… BrushTipOutlineStrokeWidth 3 (0-3) This Increases the brush cursor outline. 0 is the default in the shipping version of Photoshop. This Beta is using 1 as a default. (Thank you Scott Valentine for making this graphic!)
Save the file/Place the file in the Photoshop settings folder:
For Windows: \Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop (Beta) Settings\
For macOS: //Users/[User Name]/Library/Preferences/Adobe Photoshop (Beta) Settings/
5. Launch Photoshop. To change setting you must quit Photoshop and change the brush tip value in PSUserConfig.txt, and then relaunch Photoshop.

Try resetting Prefs for the Beta:
/Users/yoourname/Library/Preferences/Adobe\ Photoshop\ \(Beta\)\ Settings
Launch BETA Photoshop While Pressing The Keyboard Shortcut
With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

We addressed the performance for the use case that was originally presented and worked with the customer to verify it addressed issues for their workflow.
We tested various workflows, however, it is always possible that there might be other cases that strain the system.

Here is a guess,
Is it just the text layer? The file was created in Photoshop 2019 and the font engine has been updated recently. If so, all the layers with "Abbildung" if they have a "!" next to font - please update the Layer before duplicating to new dcoument.
If that does not work:
We would need to see the original file / PSD, before any changes.
Specific steps, What specific Layer is being copied to new documnet.

Have not forgotten, everyone has unique hardware and determining what is slightly different is challenging.
Can one assume "the canvas in the middle of the screen disappears or doesn't actually move" is only on Cinitiq Monitor?
Maybe it is something we can learn from DXDiag... if you want to email me daniel at adobe dot com that output I can see if this is a bread crumb to this issue.

Thank you for the detailed info, did updating the video drivers make a diffeerence?
I suspect there could be something going on with on screen overlay controls. If you have time to record a video of the issue it may reveal some details.

Does the RAM usage go up only with the files that use Smart Objects? There is a ticket we are looking into but it has specific issues within their Smart Objects.
If you do not see this same RAM usage go up on files without Smart Objects that would be a good data point.
If it is only with this Smart Object document > Then the question becomes may I have that sample file or something similar that displays this error?

Thank you for the System info... The current setting you have for Performance is: Image tile size: 128K Image cache levels: 2
I would suggest trying the Default setting and see if that makes any difference. Preferences > Performance and set to: Image tile size: 1024K Image cache levels: 4
Also: Have you Cropped any files?
And do you have > Preference > Technology Preview > Native Canvas Rulers on? If so disable as well.

Does this happen only on this file or simialr files?
The file may not seem large but it contains, based on your screenshot, at least 9 Smart Objects.
The card is good so I am unsure when you zoomed why it woud drop out of the GPU rendering > which is why you see the background get painted with Home screen graphics.
Could you share the file Size and hoa many layers are in the file > and what the Smart objects look like. Are the Smart Objects using filters, are they also large files?

There have been issues with Mac OS Catalina 10.15.7 and GPU support. If it is possible to try on another partiton or disk, I would consider working in Mac OS 11 or 12. It may resolve those on screen issues.

Is it possible to get a sample file that has this corruption or a screenshot of how the Layer is organized?
Is it only the Layer Mask that is corrupted.
Did an operation, like a filter etc, cause it to get corrupted?
Are there any Smart Objects?
Did this begin with Veriosn 23.0?

Did you ever crop this file and not delete pixels, for example? You can verify the bounds of the layer by hitting ⌘ or CTRL + T Is there’s an embedded smart object?
Maybe attach a screenshot of your Layers Panel will help us better understand what you see.
