As Colin mentioned - you'd want to import the MP4 into Animate that can only be used as a reference layer for additional new layers of animation inside of Animate CC, Export out your new animation from Animate as Colin suggested and reassemble in PP. Hope this helps. ... View more

Did you already do the lip syncing? Was it as recorded using Character Animator? How does Animate CC tie into this? Were you trying to use Animate CC to sync the MP4 (H264) to the audio? The new Paint Brush Tool allows you to create custom brush strokes. When I use it, the more I use it in a document, the worse/slower the playback of my animation gets. I used to think it was because I was on a 2012 MacBook Pro with limited power/speed but I now have a VERY fast gaming PC with a GeForce 1080 video card and I recently experienced the same thing using the Paint Brush tool on a rotoscope animation. After about 20 keyframes with a few strokes each frame, the frame rate during playback (inside Animate CC) drops from 24fps to about 7. I have to use Edit Multiple Frames to select and convert the brush strokes to fills. When I do that, the frame rate is back up to 24fps. It's a bummer because for some reason, the new brush strokes are a huge memory hog on the fastest of machines. ... View more

You can not convert an imported bitmap to outlines like that. You can convert the layer it's on to outline mode but that turns the bitmap into the outlined square. Outlines are converted from strokes. On a layer above the bitmap, grab the Pencil or Brush tool and trace the contours of the face in the image. When you have only the details you want, convert THAT drawing layer to outline mode (it's located to the right of the layer name). Create a new layer and use that to draw your final drawing on. ... Interesting challenge. It can be done using an animated mask or possibly a shape tween with a stroke but in what direction are you picturing the stroke to go from image 1 to image 2? If it's helpful, you can adjust the opacity on a layer level. Right click just to the right of a layer name and select Layer Properties. In the context menu panel that pops up you will see there's a transparency option. When selected it provides you the option to set the transparency for an entire layer between 0 and 100%. This may not help at all but sometimes I use it like an onionskin or lightbox tool. ... View more

Can't add more than what Asymetrical already did but you could also bring your image into Photoshop and separate all your limbs on to different layers making sure to overdraw the area that overlap. Make sure you have transparent background and then save your PSD. From here you can open Animate, start a new document and import your layered PSD file. Animate will retain all layers. From there I'd convert every image on each layer to its own Graphic symbol and then use the Free Transform tool to edit the center point of each symbol instance so they "hinge" appropriately.
