Fill & Sign not working with Catalina 10.15.7

I just upgraded to Mac Catalina 10.15.7 and Fill & Sign will not work.  Does anyone have any ideas how I can use it for free still?  As you can see from the screenshots beow, I don't get the "A" option to fill anything.
