I can't find billing and payment page in my account page

Hello,

 

I was trying to start a free trial for Photoshop and when I enter my credit card information and click Start free trial button, I am getting this error:
 A transaction can fail for a variety of reasons. Double check and make sure your payment information is entered correctly. If this issue persists, you may need to use a different payment method or contact your bank.

(Even though I am very sure that I entered my payment information correctly)

I then did some research about this error and when I opened my account page, I didn't find the page where I have to enter my billing or payment information.

 

Can someone helpe me please ?
