Can not open Digital Editions after downloading it.

I have a new pc and had to download Adobe Digital Editions again for me to download ebooks etc.

But after I downloaded it and clicked on the icon on the desktop nothing happens. It does not start.

Anyone an idea why this happens or how I can solve the problem.
