I'm not entirely sure what you are trying to achieve here. In case it helps, you can press the X key to switch the foreground and background colours.

If the colour picker is selecting the background colour, you can change it to select the foreground colour by going to the Color panel and clicking where shown:

I believe you're trying to change the default color from background to foreground in the Color Picker dialog, please correct me if I am wrong.
