Exporting photos from Lightroom to Photshop

When I export a photo from Lightroom to Photoshop, when the photo opens in PS all the Menu options are greyed out. Also  I can't apply any adjustments have very limited editing capacity the only options I have in bold are in the file menu.. If I open the same image from Bridge or from the home page of PS I have no problems opening any of the options. This has only occurred after the most recent PS update. Any help in this matter would be greatly appreciated.

      To reproduce:

      1. open Lightroom CC Classic,

      2. select any images, and right click then select 'Edit in Adobe Photoshop CC 2019'

      3. once the image is opened in Photoshop CC 2019, the options under Image and Layers are all greyed out.

      The workaround is:

      1. open Lightroom CC Classic,

      2. open Photoshop CC 2019,

      3. Select any images, and right click then select 'Edit in Adobe Photoshop CC 2019'

      4. once the image is opened in Photoshop, the options under Image and Layers are now available.

      Bug - Image and Layer options are greyed out if and only if Photoshop CC 2019 is launched from Lightroom CC Classic
