Right click on the 3 dots near the bottom of the Tools panel and choose Edit Toolbar.

Make sure that you can see the tools you want in the left column. If not, click on Restore Defaults.

If that doesn't work, you may need to reset preferences. To reset preferences, choose Edit > Preferences > General.

If that doesn't work, you may need to uninstall and reinstall Photoshop.
