I want to set the line width to 8px, but after doing so, the editor takes 9px. Why?

When you use the Line Tool, Photoshop creates a 1 px-wide shape with a stroke around it whether that's set to inside, center, or outside. Instead, you could use the Pen Tool to create a path where that 8 px stroke is applied or create a rectange that is 8 px wide and fill it with your Stroke color.
