Photoshop does not staty where I move it to on My PC. It moves back to where I moved it from?

It's difficult to understand your issue from what you have told us.  Can you give us as much information and describe what you are moving, and what is happening? 

Full resolution screen shots of your entire workspace would be useful.

Do you mean preference in Photoshop? No there isn't such option in preferences.

you created a desktop shortcut?
