Can I automate GIF creation in any version of Elements?

Can I automate GIF creation in any version of Elements as described in this tutorial for Photoshop?

Photoshop Batch Processing: Create 3-in-1 Animated Banners | iPyxel Creations

If yes, can I do this in Elements 10 or do I need a newer version.

If no, can someone suggest another windows application that will allow batch gif creation.
