Keywords and Tags [Where is the keyword panel in Elements 2018?]

I recently upgraded to Elements 2018 on a new computer.  I am trying to assign keywords and tags in Organizer but don't see the keyword panel that should be there.  Am I missing something?

    There's a toggle button in the lower right-hand corner.
