Photoshop Elements 15 says it can't connect to the internet to validate my installation

I use the internet frequently every day and have no problems with any other programs. Yet when I try to complete my installation of Photoshop Elements 15 it says that it can't connect to the internet to complete. With use of the "Later" button I get access to the program but I expect complaints from Adobe soon. I would be grateful for any help, please.
