can I upgrade  photoshop elements having Version 8 to v18, or do I have to buy full version 18?

The upgrade is the full version, just at a discounted price from Adobe.

You will likely, this time of year especially, find a better price for the full version than the upgrade price from Adobe when purchased from an authorized online reseller or retail store.
