Premire Pro cuts off video at the edges and degrades quality

Hello, I'm translating videos from English into Russian, and I recently encountered this problem. I have Windows 11, a 2k hdr monitor and I work with full hd video. This happened before, I solved this problem using media encoder, but now it doesn’t help. I hope they can help me on the forum
